Report this to the Surfside Police and call them.

I did report it to the police, that was the first thing I did, but there's something wrong in the CODE, cause the police said, if the dog is in the property no matter there's no fence, they can't do anything, even though the dog can run out of the property and into the street and attack a child... The good thing was that later, the police did something and animal services picked up the dog, which by the way, it looked like it was left by himself, with no water and no food...
